Resolution Granting Appeal for Happy Egg Large-Scale Development
Bella Vista, AR – The Bella Vista City Council has granted an appeal filed by Happy Egg, allowing the large-scale agricultural development on Punkin Hollow Road to move forward. This decision, made during the recent council work session, highlights the city’s support for local business growth and agricultural endeavors.
The proposed development includes two chicken houses and associated gravel drives, and is classified as agricultural land use. Agricultural use is permitted by right in Benton County, and the County does not oversee or require any permitting for such uses. This project aims to expand Happy Egg’s production capacity and operational efficiency.
Key Details of the Development:
Location: Punkin Hollow Road, Bella Vista
Facilities: Two chicken houses with standard breakroom and bathroom facilities in Building 2; Building 1 will only have water service lines for chicken watering.
Infrastructure: Gravel drives, waterlines, and a septic system located in the southwest corner of the site.
Water Supply: Both buildings will have waterlines for watering chickens, with Building 2 including a breakroom and bathroom with a shower.
Septic System: Located for proper servicing and cleaning; approval of the septic system design is in progress with the County Health Department.
Utility Compliance: Water service lines will use HDPE pipes, and meters will be within the existing utility easement.
Fire Safety: Confirmed with the jurisdictional fire department that no additional fire protection measures like hydrants or sprinklers are needed.
Environmental Considerations: Irrigation for trees using hose bibs, and adherence to earthwork requirements to maintain cover over existing water mains.
The council’s decision to grant this appeal underscores Bella Vista’s commitment to supporting agricultural development while ensuring compliance with local and county regulations. Council members emphasized the importance of balancing business growth with community and environmental considerations.
Planning Manager Taylor Robertson noted that the project aligns with the city’s goals for sustainable development and economic growth. The development will bring new opportunities and benefits to the Bella Vista community, including job creation and enhanced local agricultural production.
Happy Egg’s next steps include finalizing development plans and beginning construction, with a focus on maintaining high standards of animal welfare and environmental sustainability. This project represents a significant investment in the local economy and reflects Bella Vista’s proactive approach to fostering a business-friendly environment.
