Additional Bella Vista Police Expenses Expedited
BELLA VISTA, AR — The Bella Vista City Council has unanimously approved two significant measures to enhance the police department's fleet with new vehicles.
Ordinance 2024-12 authorizes a contract with Superior Automotive Group for the purchase of two 2024 Chevrolet Tahoe police vehicles. Mayor John Flynn read the ordinance, which waives the formal competitive bidding process and allocates up to $120,000 for this acquisition. Council Member Doug Fowler motioned to suspend the rules and move the ordinance to its third and final reading, seconded by Council Member Craig Honchell. The council voted unanimously in favor, with all six members—Snow, Hughes, Wozniak, Wilms, Fowler, and Honchell—supporting the measure. Mayor Flynn then read the ordinance for final consideration, and Council Member Larry Wilms motioned for approval, seconded by Council Member Fowler. The final roll call vote was unanimous, solidifying the decision to enhance the police department's fleet with these new vehicles.
Resolution 2024-34 further supports the police department by amending a previous resolution and authorizing the purchase of four 2024 Dodge Durango all-wheel-drive pursuit vehicles. Mayor Flynn read the resolution, which allows the city to enter into a contract with Superior Automotive Group of Siloam Springs, pursuant to a state procurement contract, for an amount not to exceed $170,760. Council Member Wilms made a motion to approve, seconded by Council Member Wozniak, and the council once again voted unanimously to pass the resolution.
These purchases aim to improve the efficiency and effectiveness of the Bella Vista Police Department, ensuring that officers are well-equipped to serve and protect the community.
Additionally, the council discussed and approved a 2024 Budget Amendment to address staffing needs within the police department. Chief James Graves submitted a request to add two new commissioned police officer positions to keep pace with city growth, department needs, and industry best standards. The new positions are intended to backfill roles created for a Code Enforcement supervisory position and an Axon BWC/ICC system administration position.
The budget amendment includes funding for the second half of 2024, totaling $76,000, which covers $69,000 for salary and benefits and $7,000 for uniform and equipment costs. The funding source for these new positions and equipment is the City General Fund. The Chief of Police recommended this adjustment to ensure the department can maintain its operational standards and effectively serve the growing community.
