BELLA VISTA, Ark. – The Bella Vista City Council is reviewing new regulations for short-term rentals (STRs) in response to resident complaints about noise and parking issues. The proposal will be discussed at the January 27, 2025, City Council meeting.

Issue Overview

The increase in Airbnb and Vrbo rentals has led to reports of late-night noise, excessive street parking, and improper waste disposal. Complaints have been filed with the city’s Planning and Development Department from residents concerned about the impact on their neighborhoods.

City officials are considering several enforcement measures, including:

  • Stronger noise ordinances establishing quiet hours from 10 PM to 7 AM, with fines for violations.

  • Parking restrictions requiring STR owners to provide designated guest parking.

  • Permit compliance checks ensuring STR operators register with the city and follow occupancy limits.

Impact on STR Owners

STR property owners have expressed concerns about overregulation, arguing that most guests follow the rules. Some have proposed that the city target repeat offenders rather than apply blanket restrictions.
